1871 Census - Elizabeth Townsend

I am having trouble locating an Elizabeth Jane Townsend aged about 7 in the 1871 census.  She is not at home with her parents, or even her Townsend grandparents.  I thought 7 would be a bit young to be "in service".  She was born at Holcombe Rogus, Devon about 1864.  Some of the extended family were in Somerset, so that may also be a possibility. 
One more thing.....on the 1891 census she is listed as "Jane", so she may have gone by her middle name at times.
Any help would be appreciated.
