Hayton's Bent lies just north of Ludlow, so I'm assuming that the registratin district for births would be Ludlow.

I have had a look at the FreeBMD site  but there is only a Samuel Evans there, registration district Church Stretton.

You could have a look on http://www.1837online.com/Trace2web/ which holds the complete civil registration index.  It is free to search, but you will have to pay-per-view to see the results.

If you find Samuel's birth there you can use the reference to purchase the certificate from the GRO http://www.gro.gov.uk/gro/content/

Hope that this is of some help.
