i know what an engineer is but what does the 'e and m maker' mean?

There are 7 hits on Google for "E & M maker", all apparently in engineering, one in Lincoln (1881);

Jno. RICHARDSON, Head, M, Male, 39, Bracebridge, Lincoln, England, Managing Partner Of Engine Works Employing 800 Men (E & M Maker),

My guess would be Engine and Machinery Maker.
