1888 emigration to USA

Hi

A 1900 Chicago census states that my Grandmother Elizabeth Blaxill,  emigrated from England in 1888.  I have found her in the 1881 British Census living with family in Weston, Herford, But  she is gone in 1891 census.  She was following her brother George who emigrated in 1885 and also ended up in Chicago, Il.

I cannot find immigration records on them.  Was there a register in England that emigrants had to sign before leaving?  If so how do I access this?

Appreciate any help.

I checked the Ellis Island database and found 7 Blaxill's listed. 2 from London, 2 from Hull, 2 from Colchester and 1 not listed.

found this in the Illinois State Archives.
Elizabeth Blaxill marreid Joe Burgeson in Cook Co., Illinois on Jan. 02, 1891.
