Please ignore the last suggestion. Although it looked quite good with William being the right age and having the right job, when followed through to 1881 there is no Walter.
However, I think that I might have found him. Actually finding Walter in 1881 is relatively easy. It is the linking of him to a father called William that is the problem.
In 1881 I think that Walter can be seen at RG11/3360 Folio 49 Page 26 with his widowed mother, Hannah who is aged 27 and from Mansfield. You can see the whole 1881 entry free of charge on http://www.familysearch.org/. You will see that Hannah's Mother in Law, Elizabeth is living with them. I think that this might be the same lady who is living with Sarah Ann in 1891.
This is the 1871 census entry for the same family...

No sign of husband William but I think that Elizabeth is his mother (not Hannah’s) and notice the address. Elizabeth’s daughter Sarah Ann and her husband Joseph Wood were living next door at number 5 Dickinson Street.
Although there is still no direct link from Walter to William, there are too many coincidences to be ignored. Hannah must have been William's wife but it seems that he never appeared on a census with her or with his son Walter.

ps I am not sure but I think Hannah was formerly called Hannah Bamford and she married William in 1865.
