Help needed to clean this up.

Hi,

A while ago someone very kindly looked up a Canadian newspaper report for me and sent me photocopies, as an added bonus they carried a photograph of my husband's late uncle, but as you can see it's very 'bitty'. 

I have tried, several times, to clean it up but each time it gets worse.  I would really appreciate it if someone could clean it up a bit.

New to this.
Saw your picture & had a go at 'enhancing' it before realising that someone else had done so. 
I tried to retain the facial features with gaussian blur overlays and recursive despeckle overlays.  I replaced the background - do you photo restorers frown upon this?

It looks ok to me, for a newbie  like myself.
And the one thing I have found since being on here, sometimes the work load gets busy.
I am sure in the weeks ahead we will see many more coming on board.

That looks great.

I just wish I could do it.  I tried the gaussian blur etc., the end result looked like his spirit saying "what on earth are you doing to me?"

As for seeing someone else had already had a go, that's the great thing about being on here, everyone has a go, different techniques, different results.  Brilliant!

A Canadian woman on the Great War Forum does excellent work on newspaper photo's and obits etc.
this is how she says she does it - as I have NO idea myself thought maybe you guys would like to try !!

I use PhotoShop to improve the newspaper articles. I remove the speckling and other marks with the eraser tool, then adjust brightness/contrast. I've then created a faux old newspaper layer that I overlay then "multiply" then adjust to 55%. This adds additional contrast to the text. If anyone wants that file I can email it. But that works best with the OCR items. For microfiche - I'm unable do much with that. If the newspaper clipping looks really bad, I retype it into the newspaper layer mentioned above.

I'm sure the others on here will find the info. very useful. Personally I was alright until the end of the second sentence, after that it sailed blissfully over the top of my head.  I have made a note of it all though, in the hope that one day I'll understand it.

This is my understanding of what she's saying, it sounds like a
reconstruction method for news text rather than a restoration method
suitable for photographs. I paraphrase: -
Using photoshop, I use the eraser tool to remove background noise, then
maximise the text / background contrast with the brightness & contrast
controls. 
I then add an extra layer with a simulated newspaper print look, and blend
the news layer in multiply mode with an opacity setting of 55%.  Using the
news layer adds authenticity to text that needs to be extracted using OCR
or where the image quality precludes OCR, retyping the text.
