driving licence

hi
    not really geneaology but simmilar.
some years ago i found a 1929 driving licence, the person named
on the driving licence lived in balsall heath birmingham.
i would like to try and trace any decendants, and return this licence to the rightfull family. i came across the licence when i was trying to find a book i had, and this book had been stored away for years, i must have put the licence inside the book for safe keeping and had forgotten about it, i am finding it hard enough to find my ancesters, anyone have any suggestions how to find the rightfull owners
