Hi there
No, it means Marriages that were due to take place under the auspices of the Registry Office, but not always in the Registry Office - hence starting date of 1837.
These notices of intent to marriage were originally pinned up in the Registry Office as they are today, but the books containing these notices should have been pulped; but instead they were donated to the Museum for safe keeping.
And before you ask - there are 16 notices that contain the Surname MOON
Now I suppose you want me to copy them all out for you

Elizabeth Moon, Widow, 38, Domestic Servant of St Marys Terrace, Hastings & John Fielding, Batchelor, 38, Shoe Maker of St Mary in the Castle. 9th December 1869. Marriage due to take place at The Congregational Church, London Road, St Leonards.
Charlotte Matilda Davis Moon, Spinster, 19, of All Saints, Hastings & James Henry Nicholls, 21, occupation illegible, of Portsmouth. 8th August 1872. Marriage due to take place in the Croft Chapel, Hastings.

This is a bad one to read and has been entered twice in the books, although both entries were in May 1877. Sophia Ann Moon, Spinster, 27, no occupation, of Emmanuel Road, Hastings, & Elijah Dann, Police Constable, 21 years, of Emmanuel Road, St Mary-in-the-Castle. 21st May 1877. Marriage is due to take place at St Marys Chapel, Hastings.

Looks as though your Moon Ancestors were Non Conformists.

hee-hee! ya, that would be us!, thanks, looked at the first bunch and 2 are mine that i know of, and i have a marriage cert. for james moon and mary martin, not mine, that i can copy for whoever needs it, ....who are these Moon's...not really too successful with these Hastings/St.eonard's Moon's...so where did they come from..., oh, well, stil having fun with my hobby Jennifer

Do you have the information from the Baptism Registers - I think there was either 36 or 39 entries for the surname MOON between 1700 and 1877
The very first entry for Hastings is John, son of John & Ann in 1810, so that is a good indicator when they moved to the town from wherever
Just let me know and I will start copying them out
