1901 is first complete census for all Ireland. Only small fragments of earlier census records for a few areas still survive.

As far as the marriage information goes it depends on the date and their religion. Civil registration of Catholic marriages didn't start until 1864 (from 1845 for other marriages). For earlier dates you need to search for church records (if they exist). To do so you need to know the family's religion and where they lived (parish if not actual townland).
Away sorting out DNA matches... I may be gone for some time many years!

Your dates a very early, and before the start of most parish records. You usually require a more detailed location to start a search - e.g. the name of the town, townland or parish your Kelly / Gilligan / Colligan families lived.

see : Introduction to Irish Records
My Ancestor came from Ireland - where do I start?

Do you have marriage and/or death certs for James and Mary ?

Australian version of these often include some very useful details, such as parents names..

With regard to the Westmeath search, usually the place to start is with the recent event - Catherine's baptism, but without knowing where they lived, this will be difficult - especially with a surname as common as Kelly.

The free Index on RootsIreland (pay-website) is showing three Kelly / Gilligan marriage matches, but none are for a James, and two are much too late for your James and Mary. A baptism search show 30 Catherine Kelly results around the correct time, but unfortunately searches by mother's maiden name dont seem to work for some counties.

It's definitely worth following up death certs for James and Mary to see if these give parents details, and at least take you back one more step.
