Where was Rev Thomas H Clark a Chaplain in 1891 Census

Hoping someone with local knowledge can assist please.  Rev Thomas H Clark was a Chaplain of, what looks like, W and E Sanatorium as per the attached clipping. It looks like he was living at Esplanade Villa, Royal Terrace, Weston super Mare at the time.  What is/was the W and E Sanatorium please ???

Using a search engine I think it is the West of England Sanitarium
