My mum was born at 14 Botcherby Ave, Carlisle in 1942. is it possible to find out who lived in the house at that time.

You can contact the local records office in Carlise and ask if they would do an electoral register lookup for you.

There were no Electoral Rolls taken during WWII

It would have been local authority housing, could they help? Carlisle City Council don't own the housing stock anymore, but may still have the records.
