The 1920 Census, taken in Jan. 1920, lists John Devlin as being 4 months old, so that would put his birth date around Sep. 1919.

On the military grave locator - http://gravelocator.cem.va.gov/j2ee/servlet/NGL_v1 - there is a John F. Devlin born 6 Sep. 1919 and died 5 Jun. 1982.  The Social Security Death index has this John with a last residence of Denver, Colorado and says his Social Security number was issued in Massachusetts before 1951, so that seems like it might fit your guy.
