If Gladys was born in Norfolk her birth is registered 1901.  If your Richard was born 1911 he was 17 when he married.

This is the nearest Plymouth birth I can see on freebmd

Sep qtr 1893
Richard Frederick Fisher
Plymouth    5b   273
his parents were Richard & Elizabeth according to his baptism

Here is the marriage

Oct/Nov/Dec 1928
Plymouth
Ref 5b  690
Gladys G Hambling / Richard F Fisher

A copy of the marriage cert would give his fathers name

If 1911 is the correct birth year, then he was only 17. Again, marriage cert should confirm (or otherwise) that.

Hi Oldhippy,
I assume you meant he was born c1894 as he appears on the 1911 census as a boarder aged 17. In 1901 he is at home with his mother, Elizabeth (aged 40 born Penzance, Cornwall) and his brother William E (aged 10). Elizabeth is down as wife not widow so assume her husband is away form home.

I've been looking on Ancestry and someone else in their tree had the  date 1911, I couldn't find anymore. So it looks like a mistake, I hadn't realised how the dates did not add up well.

Thanks for all the help
