This seems to be the same James Kiely showing in the Transportation database on the National Archives site

There doesn't seem to be any reference to a petition that might give more information. Will be in the archives within the next week and will have a look to see if there is anything more.

From transcriptions of the Irish Prison Registers on www.familysearch.org  -
Name:    James Kiely
Role of Individual:    Prisoner
Event:    Prison
Event Date:    1866
Event Place:    Kilmainham, Dublin, Ireland
Residence:    Colligan Co Waterford
Age:    26
Birthplace:    Colligan Co Waterford
Prison:    Kilmainham
Offence:    Treason Felony
Where Convicted:    Clonmel

A copy of the original prison register is available at www.findmypast.ie (pay site) and might show next of kin.  On the same site the Irish Petty Sessions Court Registers show a James Kiely on 3 occasions in Clonmel.
Colligan is a Civil Parish near Dungarvan in the R.C parish of Kilgobinet. However the parish register only starts in 1848.
As he was a soldier in the 53rd Regt.  - later the Kings Shropshire Light Infantry - there may be a service record.  www.forces-war-records.co.uk (pay site)
The regiments museum might have some details.                   www.shropshireregimentalmuseum.co.uk

Do you have marriage or death certs for your James ?

Australian versions of these often include details of parents which can sometimes help..

As nowel mentioned, if he was RC and born in or near Colligan, then he was born too early for parish records, but additional details on his father might help locate marriages for siblings if they stayed in the same area..
