Malta: William COLLINS, born Malta, (British Subject)

On the 1891 census William Collins is shown with wifw Sophia and children in Plymouth.  He is a sailor bn about 1684 Malta and with the words (British subject).  I know from his marriage cert 1888 his father was also William a labourer.
William jnr cannot be found on any other census.  I was presuming father was stationed in Malta in the services at the time of Williams birth but I have looked on the Malta site regimental index - no William.
My question is about the wording (British subject).  What does this mean?  Automatic status because father was in the services or would he have had to apply for this for some other reason.
At a brick wall now so any advice would be helpful

forgot to ask would William be on the GRO index for overseas births whether father was in the Military or not?

Not sure what other indexes there might be,  Consular?

as for British subject i don't think there is any paperwork trail.

thanks for reply - I've just search family relatives -  no birth found Malta.  He is determind to give me the runaround!!!

sorry to eavesdrop on this one but I'm interested in any postings regarding births in Malta as I'm struggling with William Collins born Malta abt 1864 (UK 1891 census) father William I've looked on the excellent Malta Family History site - no luck there.  I've looked on familyrelatives all GRO index for oversea births - no luck there.  So I am coming to the conclusion that either Malta is a red herring or William's father was in Malta for other reasons than Military.  I tried to order his cert on line but the form has a required field for mother's name!  Is there an accessable index in Malta/Gozo that has a search facility like our Uk GRO?  Can't find anything on line. We are going to be staying in Gozo in September.

hi Stephen - William Collins is such a common name (that's part of the probelem) I have no idea if this one could be connected. Truely frustrating
