But with it being a former workhouse an excavation might pose more questions than it answers. Let the people put up the plaque as they intended, and the Guards do an investigation of the paper work in all the homes and the dead rest in peace.
Ground radar if need be.

I agree to a point
but this, and other cases, are so recent
that there are living people who have unanswered questions

Forensic anthropology can answer many questions
But if they don't find enough bodies to match the no of deaths where would these children be?
