William Franklin, police pensioner

I am on the trail of my 3rd great grandfather, William Franklin, COI.

His daughter Susan, my 2nd great grandmother, was baptised in Delgany in 1839.

He appears to have had five offspring, Elizabeth 1828, Jane 1830, Jane 1833, William 1838, Susan 1839.  Residence variously Ballese (Rathdrum) or Killincarrig (Delgany).

He is mentioned variously as a Farmer, a Pensioner of Police and a Steward.  What is a Steward, and what police do you think he might be pensioned from?

I have three likely births, in 1792, 1800 and 1801.  Unfortunately, no marriage appears to a possible wife Jane, Mary, or possibly Mary Jane, that might verify his parents.  What other registers might be available to search for the Rathdrum locality?  There seems to be quite a few Franklins in the area, but I cannot make any definite link to any of them.
