GYPSY GENES?

Hi

I've posted before without success when trying to find my gypsy ancestor connection.
I am not quite sure that this will turn up anything but Alfred Serjeant b1830 Harlton, Cambs was a general dealer on the 1861 census then on the 1871/1781/1791 he was a hawker.
Am I right in thinking he will have needed a licence and would there be somewhere I could find a copy?
