The marriage for Matthew Lipson and Anne Moore doesn't take place until 17/03/1789 but it's the same church as Thomas's baptism - St Petrox, Dartmouth.

Yes - it also tells us that he is a mariner but unfortunately not whether bachelor or widower.

There's an entry in the British Royal Navy records in 1831 for a Matthew Lipson born 1794 in Dartmouth. Date of entry 07/10/1829, date of discharge 07/04/1831. Discharge details say "wasp, from the service".

Can someone tell me what 'wasp from the service' means on Matthew Lipson's discharge papers?

There is a marriage between Matthew Lipson (I) and Ann Mortimer (I) on 18 June 1749 at Crediton, Devon. Perhaps they are the parents of Matthew (II) who married the next Ann (II) on 17 Mar 1789 at Dartmouth, Devon and then had another son Matthew (III) as well as Thomas and Sally. IF Matthew II was at sea perhaps he didn't marry Ann II until he was home again, long after the birth of Thomas. What do you think?

I was hoping to find something on the records of the Windsor Castle (1790) but am not sure where to look.

The Crediton couple Matthew & Ann did have a son Matthew, baptised in Crediton on 29 Dec 1751.

Then a Matthew Lipson was buried in Crediton on 1 Oct 1752 - no age stated in the burial register.

There is another record the 'Wasp' entry date 8 April 1831 which states ex Rapid, for passage to England. I would assume that he is probably returning from his service on 'Rapid' following his discharge.  These would be the names of the ships he was on

Incidentally, your Thomas may also have had another brother, John Lipson, who was affected by dwarfism.  John was the subject of a (rather cruel, to modern eyes) report entitled "The Devonshire Pigmy and the Constable", published in the London Standard on 20 May 1828 and reproduced in Woolmer's Plymouth & Exeter Gazette four days later. 

John, born in Plymouth, is reported as having said he had a brother Thomas Lipson "a Captain of a man of war - I dare say you may have heard of him - he lives over in France yonder, upon his half-pay".
