Valuation Rolls

Is it possible to tell from the order of people appearing on a valuation roll for a tenement building, which floor they lived on?  Did the list start from the bottom floor and go upwards, or the other way around, or is the no particular order?

My great-grandfather is on an 1895 roll in Glasgow, listed as the seventh of eight people living at 18 Bolton Drive, Parish of Cathcart.

Generally in Glasgow the record keepers started at the bottom and worked their way to the top.

The problem here is that
a) Tenement properties could have 1,2,3 or 4 dwellings per floor depending on the layout of the property. (or if both ground floor properties were commercial premises even 0)
b) Although Bolton Drive today consists of tenements which have a ground floor and 3 upper floors it would need to be established when these buildings went up, it may have been after 1895 as there was a lot of new buildings put up in that area both before and after annexation by Glasgow.

Many thanks.  I will do some more research.  By chance there is a flat to let at 18 Bolton Drive currently, so I may contact the agent to find out some more.

Just a word of caution .... in the early 1900's up to the 1920's Glasgow had an aggressive expansion strategy which saw it swallow up many smaller Burghs and villages which had previously been independent authorities. As a result of this expansion in the latter part of the 20's, possibly even as late as 1930 Glasgow embarked on a massive reorganisation of the streets it had acquired renaming and renumbering many of them.  Although Bolton Drive does not appear to have been renamed it may have been renumbered and what is No.18 today may not have been back in 1895
