William Albert Moses b. 1903

I was hoping someone could help locate records in respect to William Albert Moses who was born 22/12/1903 in Kobe, Japan to English parents, Albert Edgar Moses and Elizabeth Ann James.

William departed Kobe, Japan on 16/02/1927 and arrived in Victoria, British Columbia, Canada on 3/03/1927.  The ship record indicated he was to study in Canada though unsure if he stayed on and settled there or returned to Japan or England.  I've been unable to locate any additional records.
 
If anyone can assist that would be amazing!

Do  you have in the 1911 census in England ? Left England 14/10/1911 with mother and brothers for Japan
