if possible why parents Webb but his surname Kemmery
please could any one help with this would like to know

It could be that his full name is  James Kemmery Webb?  There are some others listed with 2 names eg. William Alexander.

If you are referring to the transcript of the Non Conformist register on Ancestry it looks as though they have indexed it only under his first two names and omitted his surname of Webb
