Sebella Turk

Hello.
 I Wonder if anyone can help with this puzzle.  Sebella  Turk was born 1 /3/1779 in Cheltenham and baptised  at St Marys Cheltenham  on 16/8/1779 the illegitimate daughter of Elizabeth Turk-a single women according to the Baptism records. - Unfortunately I know nothing of Elizabeth's age or family. There is a Filiation  order against the father  Joseph Little  a stocking weaver of Cheltenham ref P78OV 5/3/8 for finance in the Cheltenham overseers papers. Have never heard of that role and wonder if anyone can explain it. I am assuming perhaps incorrectly that Elizabeth Turk was seeking some sort of relief hence the order. There are a number of Joseph Little's on the system but I have not found one born in the 1750/60s.
 There  is no record of a Elizabeth  Turk marrying him.  Would have expected to be able to find a marriage or even  death notice for Sebella- but no luck. Grateful for any thoughts.
