Ive looked on ScotlandPeople but the only person to appear is a Robert BROWN Waugh??
This is unlikely to be a transcription error as a Robert Brown Waugh appears in the free index to the 1911 England census aged 39 living in Fulham.

I did quickly look into it being a transcription error but like you said there is a Robert Brown Waugh listed in a census and quite a few Ancestry Trees with him included.

1901, Living at Main Street, Falkirk
Robert Waugh, Son, age 26, ‘Anteovers’ (?), born c1875, Falkirk
This occupation is an ancestry mistranscription. It may be worth getting the actual sheet from SP & post a snippet so that we can determine Robert's occupation, this may help to narrow the records down. There is a Robert Waugh coachman aged 25 going to the USA from Liverpool in 1903.

I am going to purchase some more credits at the end of the month when i get paid because its really been bugging me what his occupation was in 1901!!

I did see 2 immagration records of a Robert Waugh leaving in 1903 and a Robr Waugh but both are listed as being English.
