If a person was born in England and moved to Australia by 1900 was it necessary to obtain a passport.

No, passports were not required at this time. If they left from a UK port 1890 or later, you may be able to find them on outgoing passenger lists:
http://www.findmypast.com/passengerListPersonSearchStart.action

However, those who were working on ships might not be listed.

I have checked that list and did not come up with  any matches. There  were 2 children born in London, area. The second born Nov. 1889. I know they were back in Australia by 1897 from Teaher's records of Australia.

In some of the earlier lists people are listed just with their surnames, which can make them hard to pick out.

If you know where in Australia they ended up, you might be able to find them by looking at passenger records on that end.
