Same Man ??

Do you think these photos are the same man, but the gentleman in the hat possibly 10 - 15 years later?  Sent on behalf of 'Agaye'

Really difficult to say as both are such poor images.
Shape of faces look similar (high cheekbones) as do mouth and nose areas even though the one on the right seems to be holding his mouth in a different way. Eyes/eyebrows look a bit different though that may be due to lack of definition in the photographs.
