The main way I could see would be to establish the parents names of "your" Arthur, as we have the names from his death registration and from the baptism in India for the "other" one (middle name Hedley or Headley, parents George William/William and Elizabeth White).

I can see the India-born Arthur on the 1871 and 1881 with his mother Elizabeth.  I wonder if the "Ireland" in the 1891 census is a mistake? It does seem unlikely that there were two men of the same age and same unusual middle name. His marriage in 1891 should give you his father's name and perhaps some relatives will be witnesses.

I find a reference to "A Hedley-Garland" in the Boer War which explains him being missing from the 1901 census:

 - here he turns up in the US in 1909! He is described as "former British army officer and traveller" so perhaps he wrote articles or books about his travels - or perhaps his daughter was merely reflecting what she'd heard from her mother.

I found a Garland family living at 237 Ashland in Winnipeg, Manitoba on the 1916 Census.

Arthur H. Garland, age 45, born Ireland, religion Catholic, immigration year 1911, working as a Tax Commissioner.

Ida L. Garland, age 34 (or 39), born England, religion Anglican, immigration year 1890

Ida E. Garland, age 1, born Manitoba, religion Catholic

Hedley R. Garland, age 1 month, born Manitoba, religion Catholic

Boyce, Elizabeth M., mother-in-law, widow, age 65, born Ireland, religion Anglican, immigration 1890

Susan, it would not take a great imagination to make your findings in Winnipeg fit a nice little story of Arthur starting a new life in Canada. 

I think I have to agree with jorose that I will have to establish Arthur's parents (at least his father) in order to get the cross check on anything found in Canada.

I have been doing a little research on my husband's father, Riversdale Garland. We have little info since his mother divorced him in the early fifties, and has now passed away. This Arthur Hedley Garland must be my husband's grandfather. He had two sons, Arthur and Riversdale, and I know that Rivers was born in Winnipeg, about 1917. The death of Arthur in 1988 would probably be the brother, Riversdale passed in 1978. We were told that Rivers' father was in the Boer war. The brothers ended up in Vancouver, BC,  and I believe went to high school at Britannia Secondary, which probably means the whole family came here.
