a little earlier than the years you mentioned, but this one jumps out from the Irish Civil BMD index as it's in the correct registration district for Lusk :

 Name: Bridget Peppard
 Registration district: Balrothery
 Record type: Birth
Registration date - quarter and year: 1867
 Volume: 7 / Page: 493

(It's the only one listed as either Peppard or Pepper in the distrct near to that year)
see 2 Minute Introduction to Irish Records for notes on searching the index, ordering certs etc..

The IGI (www.familysearch.org) gives some possible additional details for that birth :

 Bridget Peppard
 Birth:  09 May 1867, Dublin
 Father:  Thomas Peppard
 Mother: Jane Donnelly

unfortunately 1859 would be before the start of Civil Registration (1864), so will not in the Civil Index mentioned earlier. You will have check into Church Records for details of Bridget's birth etc... Not sure about Church of Ireland details, but I think Lusk may be in the RC parish of Holmpatrick.

John Grenham's book says that Lusk was an R.C. Parish with some records from mid 1700s.

James Ryan's book says there's a gap in Lusk 1835-1856
