Port Glasgow Cemetery

My father was born with a twin in 1917. The twin died shortly after birth and was buried. A relative of mine contacted the Burgh of Port Glasgow in 1963 regarding the transfer of a lair and was told theyu could not handle transfers of lairs in Port Glasgow Cemtery. I'm trying to located where the infant may have been buried and if the lair still exists.
