I've been trying to find 2449 Highland on the 1930 census.

Would someone who has access please take a look at Clara R Plucker b. 1877. I think the address is at the bottom of that page and then onto the next. I don't see anyone who looks like "Cassie".

Maybe at 124 E 14th in 1930??

PS: The doppelganger was maiden surname DAVIES, too.  Her parents were with her on one of the US Census.

I've looked at the street addresses for the 29/30 and 30/31 directories.  I've found the name of the woman living at Highland Ave., the same as previously posted.  For the 29/30 directory at 124 E 14th Patrick E Keating is listed.  There is no listing for that address in the 30/31 directory.  Following up on the Keating name, Patrick and his wife, Rose, are living at that address in 1920 and appear to have "roomers".  Patrick dies in Jan of 1930 and his wife is on the 1930 census at 124 Allison St., the same address at which Cassie was living from 1924-25.  The Rose Keating listing for the 30/31 directory has her residing John C Peters, Colerain Ave.  Could that be the name of an apt. building?  I didn't find a John C Peters listed on Colerain Ave. in that directory.
She is not at the 3352 Burnet Ave. address in 1930.

Divorce records in the US are often not easy to track down, and it's not surprising that you haven't been able to find anything online.  You would have to work out which court was responsible.

For example, info for the Cincinnati area:

This seems to suggest that for Philadelphia they're held at City Hall:
