Can you tell me if They dropped the E off Bankes and that is how it later became Banks.

Spellings of names were not as rigid in the early 19thC as they are today, so if the parish clerk who wrote those entries (it looks like the same hand each time for the four baptisms) decided that Banks should have an 'e' in it, that's how it would be written. Edward Banks himself might not even have seen the register.  Other records of Edward Banks of Horley (there are a few land tax records) mostly record the name as Banks.
