I purchased the birth certificate of Robert Steele, born in Carlisle 1848 and it lists his parents as John Steel and Charlotte Surgeon

I cannot seem to find a marriage, when did they marry?

Maybe they married over the border in Scotland.

I think they married in Scotland because there is no compatible marriage in England and her maiden name is clearly Sturgeon

The birth year is very plausible, John being born in 1821

FamilySearch has baptisms for three children to a John/Charlotte parent set:

Robert, 26 Mar 1848 at Christ Church, Carlisle
Sarah, 2 Jun 1850 at Ivegill/Highhead, Cumberland
Mary Ann, 29 Dec 1852 at Christ Church, Carlisle, d. 30 Apr 1853.
