Hi, just come across this posting re. dating of photograph and can offer some help.
Frederick Bergman was my great uncle, he had a photographers business in Hamilton Scotland
from about 1890 to approx. 1900, exact dates are at present unknown but he did move to Birkenhead around 1900. He died in 1909. Hope this helps

The beard was so named because it resembled a noose.
Newgate was of course where hangings took place.
