Just to say checked the address 11 Havant Road on  London, England, Electoral Registers, 1832-1965 available on Ancestry

these were the only dates that came up for No 11

Dates 1903 - 08 Hackney Central
Name of Elector:  Joseph WILMAN
Place of abode 11 Havant Road Walthamstow
Nature of qualification:  Yard
Descp of qualifying property:  Wilman’s  Yard, Wilman Grove

1901 census shows Joseph WILMAN with his family and his occupation is a Builder living at No 63 Havant Road
looked at page 2 of this census and the address starts with Wyatts Lane then No 4 – 14 Havant Rd crossed through, next number starts at 16

The only other date for that particular No. was for 1965 and the Gooden family are living there

After a long wait the Children's society have provided records confirming Sarah's parents were indeed Alfred Chilvers and Alice Powell, they were unmarried but apparently Alice had four children with Alfred, Sarah and Alfred jnr, plus two unnamed as yet. 
There is a note to say Alfred Chilvers along with an Alfred Tilling were convicted at Chelmsford quarter sessions 1/7/1908 of assault resulting in gbh on Alice on 6th & 7th June 1908. She ended up in the West Ham Workhouse infimary. I can find the report from the sessions, but would the assault of been reported elsewhere, it seems serious?
Sarah  aged 8, appeared in court at Stratford on 8th jan 1909, apparently "beyond the control of the guardians" The bench sent her to the Waifs and Strays home. This was apparently reported in the Morning Advertiser that day.   
Sarah left the home in July 1916 and was released into the hands of the West Ham board of guardians, her whereabouts are unknown after that.
If anybody can find the reports on either the GBH or Sarah's court appearance i would be grateful also not sure how I would find the other two children born to Alice & Alfred. They were born between 1901 and 1908. At the time of the assault she was living at 35 tenby Road walthamstow and when she is admitted to the infirmary three of her children were said to be "chargeable" , not sure what that means!

Before the introduction of the welfare state, the Board of Guardians for the parish where you settled was responsible for your welfare should you fall on hard times.

In this instance the costs involved in the care of the children was chargeable to the Board of Guardians.

I do know that some Essex papers have been digitised and appear on the British Newspaper Archive which you can access directly for a small fee or through a subscription with FindMyPast.
