As a toolmaker I had to learn to use lathes, milling m/c's etc. so that I could make a part and be able  to know what to ask the machinist to make because where I did my apprtenticeship, like most larger toolrooms I worked in , in the UK and on the continent, they had machinists that made the parts for the tool and die makers, the toolmakers supplied the drawing/specifications of the part for them. Although when I worked for the UKAEA I had to do my own machining but that was experimental work. Tap's and die's, reamers and broaches are normally standard sizes and are bought in from tool suppliers, unless it is something unusual that is of a limited use.
Only production machinist on a capstan or turret lathe or similar would have the need for a toolsetter to sharpen and set their machines, and a toolsetter is not a toolmaker. The machinist's here are expected to form and sharpen their own cutting tools.

Shouldn't quote Wikipedia, toolmakers are not machinists. Most, but not all, have machining skills.

  I see they never listed hammer and chisel amongst the hand tools.

In "A Dictionary of Occupational Terms" there is a complete section on Tool Makers, with nine categories and a description of what each one entails;  die sinker (tool making); gauge maker, gauge plate maker; jig maker; jig and gauge maker; tool fitter; engineers' tool maker; tool maker, machine; tool maker press.
Tool maker, machine; general term for any worker, e.g. borer, grinder, gear cutter, miller, planer, fitter, turner, specially engaged in manufacturing of machine tools, such as lathes, drilling machines, shapers, grinders etc.

toolmaker--  all one word--- Tool Maker-- two words  mean two different things, I agree entirely with young tug.

To go back to the original question, there is a fair chance that Lord Beaverbrook would have had him making parts for spitfires, or, given his skills, supervising others in that task, many small engineering companies made parts at many different locations.
