I am confused by your comment. 

Florence was born at Mobilong later Edwards Crossing, before being renamed as Murray Bridge in 1924.  The local population would not have been large.  Who was the informant on Florence's birth registration?  Surely a child would not have been born to one person and registered to another. There is always the possibility that Robert was not aware he had been named the father.  I note that Robert and Ethel's second child was born at Caloote which is not far from Murray Bridge.

I can't understand your comment as to the scarcity of SA records.  You would have exactly the same situation in any State in Australia in that era.  What else are you expecting to find?

I would suggest that possibly one of them was not RC and possibly banns had not been read in the church prior to their marriage so they were married in the presbytery.  There was a Roman Catholic church in Birdwood [Blumberg] in 1917.

GREEN.— On the 21st August, at Mannum Hospital, Harriett, dearly beloved wife of the late William Marks Green, aged 80 years.. At rest.

Wonder if Harriet left a will  ??? Might be worth the OP contacting the SA archives.

There is other info about estates held by SA Records but access it limited - Public Trustee and Succession Duty.

A baptism record if she was baptised, and see what names are on the church record.

I wonder where Florence was baptised?  Robert and Ethel were married at Port Adelaide at his father's house.  OR did the GREEN's have her baptised at Mannum.

The licence expired four years ago and there is every possibility the headstone has been removed and the grave re-used.

The GREEN's are buried at the Mannum Cemetery.

Robert HUGHES was born 28 Nov 1879.  He would have only been 19 years 5 months old when Florence was born in 30 Apr 1899.

Sorry about the confusion, I agree that as Florence was registered as the child of Robert Hughes and Ethel Bell, she probably was. In regards to the SA records, I am referring to additonal information such as the electoral rolls - I could be wrong, but I also have much to learn.

I had already searched the 1909 SA Electoral roll for Robert and Ethel and Wm and Harriett.  None of them were enrolled.   I will search the 1939 and 1943 rolls later.

Interesting to note there is a fair distance between Maitland where Robert HUGHES was living upon his enlistment in 1918 and Blumberg where Florence's marriage had taken place the previous year.

Other than being "fostered" etc, I wonder if she was working in the area and the GREENs were family friends "keeping an eye on her.

EDIT to add another fanciful scenario, perhaps she was helping the widowed Harriet  domestically  :o
