I can't answer your question about what eventually happened to Joseph Henry Phillips (abt 1879) - but you might find some additional information in an edition of The Cornishman newspaper from 29 Apr 1909. You can find an online version on the British Newspaper Archives website (which is freely available from several libraries). The item is on page 5. It may be that Joseph Henry left the area for a while.

But if he is living at Street-an-Garrow by the time people were signing up for WW1, he must have returned to St Ives later.
