Help with Norwich Probate Records 1911

I've found a notice in the London Gazette for an action of the son against the mother and creditors, regarding the father, deceased: "Pursuant to a judgement of the County Court of Norfolk, holden at Norwich, made in the matter of the estate of Frederick Thomas Buckingham, deceased (the father)."

It then goes on to give a date by which any interested parties should send in their details.

Does anyone know whether this is just standard legalese for probate, or whether this means that the will was being contested by the son?

I'm trying to figure out whether this is just a matter of following up probate, or whether there could be a separate court case regarding this as well.
