I think that the only way to resolve this, is to get the birth certificate for Elizabeth Law

You're missing Hannah 11.9.1831 and Sarah 11.5.1834 at St Martins Tipton.(There a bit further down on FreeReg for some reason)
So that explains the gap.
May have to buy a few certificates a birth for one of the younger children would give Hannah's maiden name.If we could confirm that marriage in 1809 then as you say they must be a lot older.

Hi, you will only able to get the last 2 for Jane Tabitha and Elizabeth all the others are before registration, do you have Josephs second marriage certificate

Joseph Law 58 widower Lab Tipton s of Richard screw forger
Mary Taylor 58 widow Tipton d of Samuel Law blacksmith.
Both are supposedly born at Sedgley according to the census
Still can't find a baptism for them.
