There is a museum in St Ives - in fact I seem to remember seeing one of the William/George Phillips horse establishment adverts on the wall there some years ago. They may have more material.

And there is also a family history centre, which again is worth a try. You can email them.

To be fair, I have never asked either of them about Phillips photographs - but, as you say, they could make a huge difference.

Sadly, many early photographs were never clearly identified - and (perhaps because of that omission) given much value. Of course, now that they are more valued there is no one around to put a name to the face.
