As far as I can see there is a 77 year old Elizabeth Lowe recorded as mother in Law to David Adams in the 1871 census. Elizabeth (Turley) could have remarried anytime after sons James`s birth in 1825 (as found by Ladyhawk).
Christening

Hannah Turley 17 Feb 1811

Elizabeth Lowe mother in law from 1871 census followed her back to the 1841 census although her pob given as Durham & West Brom
on 1841c we have Joseph, Elizabeth Martha, Benjamin & John Lowe
possibly christenings for their children
Martha Lowe 29 Jun 1823 St Bartholomew Wednesbury
Parents Joseph Lowe & Elizabeth
Benjamin Lowe 27 Nov 1825 St Bartholomew Wednesbury
Parents Joseph Lowe & Elizabeth
John Adams Lowe 7 Jun 1829 St Bartholomew Wednesbury
Jospeh Lowe & Elizabeth
There is an overlap in the Turley set of children and the Lowe set. So I don't see how the widowed Elizabeth Turley marries Joseph Lowe and has a second set of children. Unless Elizabeth Turley is his second wife co-incidentally having same name as first wife.
