Norfolk is a county in the south east of England, & Cheshire is a county in the North west of England.  Chester is a city in Cheshire.  The best thing to do is google a map of England, and you'll see that they are quite some distance from each other.
McLeod, McKean, Hepburn (Fife)
McGowan, Gowan (Dumfriesshire, Ireland)
Nelson, McKean (Lanarkshire)
McKean, Mulgrew (Lethbridge, Alberta)
Boswell, Plumb, Lyon, Stokes, Pemberton, Crawford, Threadgold (Cheshire)
Tierney (Scotland/Ireland)

Norfolk is not in the south east of England, it is a county in the east of England. It has borders with Lincolnshire to the west, Cambridgeshire to the west and southwest and Suffolk to the south. Its northern and eastern boundaries are the North Sea coast and to the north-west the county is bordered by the Wash.  If you look at a map of England, Norfolk is the county at the top of the piece that bulges out on the eastern side of England.

Chester is the county town of Cheshire and is over 230 miles from Norwich the county town of Norfolk.  Even today it takes nearly 4½ hours driving between the two cities.

Google is your friend wilrob. ;D

How many censuses do you have your person on? Which ones say he was born in Norfolk and which say Chester (Cheshire)?

Presumably you are trying to trace the man's origins and his birth? If you would like to give details of the family and the man in question I'm sure you'll get some willing helpers.

Without knowing anything more at this point, I would suggest that you may like to check that you are not looking at two men of the same name. (However sometimes there are odd differences in places of birth on the censuses).
