You have to wonder why, for the 1851 and 1861 censuses she is recorded as born in Herefordshire (albeit 2 separate places!), and then for 1871 and 1881 as born in Wales. Perhaps the informant mixed up the places she was born and married in.

Whitchurch is very small but close to ross, which is the nearest market town, whitchurch is also close to the border with Monmouthshire, which was in England, then moved to wales,
but I think that with the marriage in Brecon the informant for the census. just said the first thing they thought of.

Perhaps she was born in Brecon & baptised in Whitchurch - or born & baptised in Whitchurch & grew up in Brecon - & things got confused in some of the census returns, especially if her husband completed the relevant household schedules & wasn't clear on the precise facts.
