Photo dating please of Doug and Den

Hi all,

came across this photo of my nan's brother and an unknown man in a uniform.
Can anyone tell me please if this is an army uniform and from which period ?

I would say early WW1 or before. The caps bother me, though. Are they British?

British ww1 ones Navy ( possibly Mercantile Marine?) on left other is a Fusilier on right

The man on the right was born 1899. So WW1 is too early, or not ? He would have been 15-19  years old. Certainly not much earlier. He doesn't look that young, does he ?
The one on the right I don't know who he is.
Where can I find records of men serving in WW1 ?
His name is (left) Albert Dennis Wilson, but he was called Dennis all his life. All I know about the other one he was called Dug.

The arm badge looks to be LG for a Lewis gunner.
