Help please --- What is this ?

A friends young grandson has been doing a school project on WW1 but has been stumped as to

what the silver object is at the bottom of the picture. Can anyone help ?

He has searched the internet library etc. and the best he has come up is a container for bullets.

I have seen a similar piece of trench art - a bullet casing transformed into a match holder (it would keep the matches dry, but wouldn't hold many!)  Can you tell if it is silver or could it be plated?

It looks crudely made and fashioned to fit on a belt by the look of it.

was so don't know if it was silver or silver plated

Well I thought pewter for the material. It's difficult to tell from just the picture. I wondered if it was a measure of some sort originally. We do not know if the item is complete or just a part or something adapted.
