he must of been up to no good they moved around alot but only in a 30mile radius it seems so i would go for the culmington Jessie.
He doesnt look like a labourer from his photo but he was never talked about.

Cert says william James Oliver and tenbury close by. shouldnt laugh but googled the area and this area was full of highway men
