The eagle in the upper middle square looks like L'aquila(Italian province) coat of arms. Anyone know where rest of the symbols come from?

Well, I'll take a punt at it. Might at least indicate an area to investigate. :)
The left half, as we view it, looks to be : a cross potent between four fleur-de-lys, in chief semee of fleur de lys ( possibly "France Ancient" ?) . The right half is "lozengy" or "fusilly". We shouldn't really guess the colours but all those fleur-de-lys do suggest a possible Capetian or Bourbon connection.(see Wikipedia entry "List of coats of arms of the Capetian dynasty".
So far I've only been able to find a couple of "fusilly" arms: "fusilly argent and gules" is/was the arms of Gemaldi di Monaco of Genoa and also of the Duebeck family of Normandy.
Given the connections between both France and Austro-Hungary with Italy, you may well be on the right track.
It will be interesting to see what others come up with.

The Royal Arms of Monaco are fusily (or lozengy) argent & gules?
As for the other symbols; they all look very religious?
Bottom right looks to have a halo.
Top right I reckon to be an angel?

I wonder if the arms are Corporate not personal ?
If one side does represent France in some form and the other Monaco and, as KGarrad observes, there is mainly religious symbolism in the surrounds, could this be the arms of a Diocese or similar church body in the Monaco area ?
