The All Saints Hospital, Lodge Road, Winson Green was renamed The Birmingham Mental Hospital in 1929, so there is a possibility that is were Florence was.

You could try The Birmingham Central Library but it states on The National Archive website the Admissions & Discharges they have only run from 1853-1919

More recent records will be with the NHS & subject to the 100 year rule so won't be viewable until 2039.
All Saints had short & long term patients.
There are 18 Florence Phillips' on the 1939 Electoral Roll.
