On the marriage record between Joseph Richards and Mary Willis (12 October 1821), Joseph Richards is listed as "of this parish". I cannot find any birth records for him and am wondering if anyone else has ever found him. He is NOT the Joseph Richards of Lopen born in 1802.

If he was recorded as "of this parish" at his marriage, it does not mean necessarily that he was born there. Just that he had resided there for a minimum of three weeks whilst the banns were called.
He may have moved there at any time after his birth up to then.
Did he survive to the 1851 census? If so, where did he say he was born?

It lists Taunton as his birthplace. I have looked in all of the other Taunton parishes as well.

Yes, all but the 1861 census list Taunton as birthplace. Can't find any additional info in Dorset.

There are a lot of Taunton records on FreeREG but there seems to be a gap in records for the surname Richards;
