Title: Why 2 Navy records

On the National Archives website I found my Grandad's brother has 2 sets of records,one dated 1918 and the second 1925 -1939.Why two sets ? What information will they give me ?Should I pay to download both ?

The second set looks like the Continuous Record cards which cover that period (the individuals may not have served throughout the whole period). 

I'd certainly suggest getting both records although if you can check Ancestry and FindMyPast first, the former has most of them.
